Capacity building
The quest for performance has been the major guiding principle of State reform and public management policies for many years. It is within this context of continuous optimisation that the HPSF provides assistance in strengthening staff capacities. Below is a sample of the initiatives undertaken in each of the areas defined by the Establishment in its Organisational Development File: definition and implementation of strategic advisory support; human resources development; ethics; and, finally, commitment with stakeholders.

DEFINITION AND IMPLEMENTATION OF STRATEGIC ADVISORY SUPPORT
The definition and implementation of strategic advisory support is based on the HPSF Capacity Building Strategy adopted in 2003. This strategy includes evaluating needs through diagnostic missions, developing a comprehensive strategic plan, implementing the HPSF standards, and regularly monitoring performance indicators. The "Diagnostic Framework" and the "Guide to Capacity Building" are the primary tools used by the HPSF to support these actions.

More than 300 capacity-building missions have been carried out during the period, including several missions providing support for strategic planning, implementation, monitoring, and evaluation, within the framework of Phase 3 of the Performance Plan.
