INTERNAL ORGANISATION OF THE HYDROCARBONS PRICES STABILISATION FUND (HPSF)

The HPSF Board of Directors, convened in its 25th extraordinary session on 21 June 2019, in Yaounde, after reviewing the draft internal organisation of the Hydrocarbons Prices Stabilisation Fund by Management, adopted the following text:

 GENERAL PROVISIONS

This document outlines the internal organisation of the Hydrocarbons Prices Stabilisation Fund (HPSF), hereinafter referred to as "the HPSF."

  • The HPSF is a public establishment with special status, endowed with legal personality and financial autonomy.
  • It is managed according to private accounting rules, in accordance with the provisions of the OHADA Uniform Act on Commercial Companies and Economic Interest Groups.
  • Its head office is located in Yaounde.

The mission of the HPSF is to regulate the prices of petroleum products and ensure their supply nationwide through mechanisms provided for by applicable laws and regulations.

In this regard, it is responsible for:

  • The total or partial coverage of petroleum products price increases, within the limits of its financial resources;
  • All operations aimed at stabilising these prices in accordance with the applicable laws and regulations;
  • All mechanisms and operations aimed at improving the supply of petroleum products nationwide, in conjunction with the Monitoring Committee for the Supply of Petroleum Products to the domestic market.

The HPSF is also involved in all operations that ensure healthy competition between economic operators of the sector and guarantees consumer protection with regard to petroleum products.

It contributes, where necessary, to all operations aimed at managing the national energy policy.

The HPSF is under the technical supervision of the Ministry in charge of prices and under the financial supervision of the Ministry in charge of finance.

THE BOARD OF DIRECTORS

The Board of Directors defines, guides the general policy of the HPSF and evaluates its management, within the limits set by its missions and in accordance with the regulations in force.

 MANAGEMENT

The General Manager, under the supervision of the Board of Directors, is responsible for implementing the general policy and management of the HPSF.

To accomplish its missions, the Management of the HPSF has Attached Services, Departments and Devolved Services.
