Staff at the branch have undergone training focused on best financial and legal practices, with a view to strengthening their skills and optimising the management of the institution’s affairs.

A wave of professional development swept through the Rapport building. On 12 and 13 May, the premises buzzed with activity during a high-calibre joint training seminar. Led by the HPSF’s senior management, this training aimed to equip staff with the key knowledge needed to navigate the complexities of financial and legal regulations. The aim was to promote the adoption of best practices in financial management, thereby ensuring greater transparency and efficiency in operations. Emphasis was placed on understanding the legal frameworks governing public finances and on implementing sound financial strategies.

This intensive session brought together staff from the Douala branch and the Bafoussam regional office, all united by a clear objective: operational excellence. The event was coordinated by Ms ETOUNDI, Permanent Controller at the HPSF.

The participants began by analysing the CSPH’s special status, as well as the complex management of administrative contracts. The focus then shifted to the commercial lease agreement. The experts scrutinised its mandatory and essential clauses to protect the HPSF against any risk of litigation. The legal framework was not overlooked. An entire session was devoted to the legal rules governing the functioning of committees and commissions, with a view to streamlining day-to-day decision-making. Finally, the financial aspect held the audience’s attention. Procedures were scrutinised in detail, ranging from the tax regime governing expenditure to the strict budgetary framework applicable to public institutions.

The case study focused on the specific realities of the HPSF. At the end of these two days of intensive discussions, staff from the Douala branch and the Bafoussam regional office left equipped with practical tools. This initiative demonstrates the institution’s commitment to ensuring the soundness of its legal procedures and optimising its resources, at a time when the effectiveness of the public service is under greater scrutiny than ever. By strengthening the expertise of its teams in this way, senior management reaffirms its commitment to operational excellence, equipping the institution with the necessary means to combine integrity, efficiency and compliance.
